Flashing Icons/Toolbar

My desktop icons/toolbar have started to flash on and off
when I try to log in. The background wallpaper does not
flash on and off. Is this a known problem with a fix?

Line 195 (right column) "Restore Desktop Icons and Taskbar"

Install the fix, then reboot your computer.
