I live in Germany and recently took the computer to a
local store for some repairs. The tech installed the
German version of Windows XP, and I am finding it really
hard to use. Is there any kind of patch or other way of
getting things back to English?

I would suggest taking your computer back to the local store
and demanding they install the English version of Windows XP.
Otherwise, you'll need to purchase a "full version" of Windows XP
(English version), reformat your drive and install it.

Windows 98 update allowed us to choose from a number of
different languages Menus and Dialogue Boxes...How can one
change Menus and Dialogue boxes in windows xp?

You will have to replace the German version with an English version.
