Regular shortcuts are easy. Right-click the shortcut--
select properties--(on the Shortcut tab)select the Run
drop-down item you prefer... Minimized, Normal Window or
Maximized.

Some system shortcuts like the desktop Internet Explorer
will bring up the Internet properties window. I haven't
found out how to specify window properties for that one
yet (except to manually edit the registry which I have
not tried yet). I use shortcuts which I copied to the
Quick Launch and the first level of my Start Menu.
