help with windows xp

before reformatting my computer it had a problem where at
the startup screen it would say loading then beep and
stop and after five minutes i could ctrl-alt-del and it
would go to my desktop and it would say windows has no
paging file and it wont let me set one i have norton and
i keep it updated this problem keeps reacurring and its
very annoying

P4 1.8GHZ
512Mb DDR 2100 (i know)
40Gb hd 81% free
geforce 3 64mb
