User Accounts

Awhile back I did a restore and ever since I have been
unable to access certain things in Settings. I know I
need an administrative Account to Add or Remove Hardware
but I apparently don't have one(Administrative Account)
and I can't make one in the User Accounts. When I click
on it, nothing happens. Can anyone help?
