End Process

When i launch task manager, the top bar is missing, so i
can't end any processes. only tasks. can anyone help?

I don't know what the "top bar" is or why it is missing. But try
right-mouse click on the task to give access to command to stop the
process.

Just double-click the outer frame and all tabs will be back.
Alternately, download the reg patch and run it.

Task Manager Reset settings
Resolves the problem of missing Task Manager tabs, menu items etc.
