I use XP and this process is eating up to 400mb of my ram
and I keep getting the message that the system is running
low on memory. I already have 512mb of ram and frankly do
not want to buy anymore. I never had this problem until
after I had wiped the harddrive clean and reloaded all
the software. Is there a way of turning this off without
affecting the system performance?

The message refers to pagefile size available (swap file).
You need to properly configure (or let Windows automatically
manage) the pagefile size.
