I am selling my laptop which came with Windows XP OEM and
Office XP OEM. How can I de-register the software so
that the new owner of the laptop can register and
activate the software in their own name? I am assuming
that OEM softare cannot be transferred to another PC but
can be transferred to a new owner?

The new owner can simply reactivate the new Windows installation and
can also re-register if he wants to (registration is not required).

Neither de-registering nor de-activating is necessary or
possible. Simply sell the laptop, and the licenses and activation
are transferred with it. The new owner can re-register it if he
wants to, but that's completely unnecessary.
