Once set up a second user account, limited or
administrator, it will not let you change any of the
desktop settings (ie Background) for that account. Any
ideas?

What do you mean "won't let you"?

If you try to apply a desktop picture change, nothing
happens, whenever you change a setting in accesabilty and
apply that again nothing happens, have just found that
the guest account also does not even let you log on,
advises files are missing??
