Hi Kyle,

You can format the system partition as part of a new installation by booting
the WinXP CD, there is no need for a startup floppy.

Windows does not have a real dow. It is a pseudo dos. You boot from your XP
cd.

Put your CD in the CD drive and restart your computer. Keep taping the F8
key and the computer will boot of of the CD. When the screen asks you if you
want to format the drive you have the choice of removing the partition or
just formating the present partition. It is easiest if you just format the
present partition and then restart your computer once the format is complete
with the XP disk in the CD.

Windows XP Home Edition Utility: Setup Disks for Floppy Boot Install

The Windows XP startup disk allows computers without a bootable CD-ROM
to perform a new installation of the operating system. The Windows XP
startup disk will automatically load the correct drivers to gain access
to the CD-ROM drive and start a new installation of Setup.
