Blank settings in 'Regional and Language Options'

I'm trying to install the east-asian language packs, but
it refuses to start the install. I've also noticed I
cannot choose anything from the "Regional Options"
dropdown menu. The "Advanced" tab is blank as well.

Is there any way to fix this issue, short of having to
blow away the HDD and reinstall?
