I cannot get into safe mode by tapping the f8 key during
bootup. Have also tried to press it continuously and
still it does not happen. Right now I am caught in a
loop. The first two screens show up and then I get a
message with options due to incorrect boot up. It
highlights boot normally and I cannot pick another choice
with the arrows. Then it says it will start windows in 30
seconds. I briefly see the logo followed by a blue error
screen and it starts the reboot again. Can't get out of
it.

Are you using a usb mouse and keyboard? If so you may have to switch to a
ps2 keyboard. usb doesn't usually work until you get into windows.
