new drive and old settings

I am installing a 40gig IDE hard drive in a PC that is
currently using a 4.5 SCSI drive. Is there a way of
transfering my files and settings after I install, format
and load the OS on the IDE drive. I have all the
installation software for all programs currently on the
SCSI, but have no room for defrag.
