i am using xp in german, with german codepages, german
keyboard etc.
since some weeks, all special letters, like ä, ü or ö in
german language are shown in nearly all installed
software with there kyrillic counterparts, based on a
kyrillic codepage (means use of the letter in the
kyrillic codepage equivalent to the german "umlaute".)
does anybody have an idea, to solve that problem?

You may want to see whether for some reason Cyrillic become
your System Code Page. If so, choose "German" instead here:

- Start / Control Panel
(or Start / Settings / Control Panel in classic view)
- Double-click Regional and Language Options
- Click the Advanced tab
- See what is selected under
"Language for non-Unicode programs"
If Russian or some other Cyrillic language is selected there,
then it's the reason for your problems.
Just select "German" there.
- Click OK
- Agree when the system offers you to re-start your computer
