Is there any way I can ADD a program or file to start up
in "msconfig" if it's not there yet? If so, how?

Programs don't start up *in* msconfig. Msconfig is just a way of
managing programs that start up automatically.
You can make a program start automatically in several ways, but
probably the easiest is to put a shortcut to it in
C:\Documents and Settings\All Users\Start Menu\Programs\Startup
