I am currently running Windows ME on my current computer.
I have just built a new computer, and I have just bought a
Windows XP upgrade. How can I install the XP upgrade on
my new computer and qualify that I am upgrading from ME?
Do I have to install ME on my new computer before
installing the XP upgrade?

No, you don't.
The requirement to use an upgrade version is to *own* a previous
qualifying version's installation CD (not an OEM restore CD), not
to have it installed. When setup doesn't find a previous
qualifying version installed, it will prompt you to insert its CD
as proof of ownership. Just insert the previous version's CD, and
follow the prompts. Everything proceeds quite normally and quite
legitimately.

Buy a copy of WinMe for the new computer. Use it to qualify for
the upgrade to WinXP.

Hi Bruce,
I am already running ME, so I don't really want to buy a
copy of ME. In another reply Ken says that all I have to
do is insert my ME disk when requested.
