Unable to write to CD drive since Windows XP

I upgraded from Windows 98 to Windows XP. I'm unable to

1. Open any files from currently saved info on CD rom
2. Copy any files from the hard drive to CD

Why can't I burn cd's or retrieve info? I assume XP is
the problem. I've read some stuff about Adaptec and not
being able to open those kinds of CDs. But I'm confused.
I need help!
