Intially, the desktop icons had a transparent background
and remained transparent regardless of the chosen
background. But now it has a fixed color based on the
background color.
How do I change the icon label background to transparent
again or how do I restore to default settings?

Double-click on the system icon in the control panel, choose the
advanced tab and click settings in the performance section, under
visual effects put a check in the box for "Use drop shadows for icon
labels on the desktop"
