When I open a program and then minimize it it does not
appear on the taskbar

I can think of a few explanations for this:
A preference within the program (I have one like this)

A worm that was quite prevalent a few months ago called
W32.Friendgreet.worm:
(http://securityresponse.symantec.com/avcenter/venc/data/friendgreetings.html).
One of its symptoms is the missing taskbar button for a minimized
program. A few other nasties can cause this symptom as well so be sure
to perform a full system scan with an up-to-date antivirus program.
