Files won't delete

I have several problems and am not computer literate
enough to figure them out. Any help would be greatly
appreciated.
1. I have some "portalsearching.com" thing that has
loaded into my C: drive under Doc and
Setting/User/Favorites or temporary internet files.
Everytime I delete it and empty the recycle bin, it
reappears in the same spot again. I have cleared the
temporary internet files several times, but it keeps
happening. It is one of several doing the same thing.
2. There are some pop-up ad icons that appear on my
start-up screen. Again, I delete them and the file that
I think goes with them, and they just reappear.
3. It may be connected, but my set default page for the
internet keep changing itself to some "i-lookup.com" page
every time I end an internet session and then try to get
back on.
