Display Properties

When I right click the desktop-it comes up with the "display properties" page with no tabs. If I click on another theme-and then apply-it brings up the tabs. How do I fix this so when I right click the desktop-it comes up with the "themes" page and the r
est of the tabs? This is the 3rd time I have asked this question (in different form) and have gotten some suggestions-but nothing has worked yet. Also was wondering how to delete icons in the control panel.
