Can't View my Horizontal Scroll Bars & need them...

Ie. the site: http://www.snews.com/main.htm
(they have a site menu and I can't see it as I need
left/right scroll bars)
Could someone please help me get them on my computer.
I know there is a way and am 'new' at this.

Why do you need horizontal scroll bars? I checked the site and one of the
pages. It looks like they used percentages for positioning the page
elements. That means that the page automatically readjusts how it displays
so that everything - all text and all pictures - will fit in your browser
window.
