As a new XT (laptop) user I was really stunned that I
could not use my backup disk from WIN95/98 to move my
files over and have to copy every file seperately.

At my old Win95 desktop I had a games teaching program,
blakjak, chess, golf etc. (Packard Bell) which I had no
problem transferring over to the next computer Win98
(HP), now trying to move it over onto my laptop (WinXT)
is does not work and prompts me that "WEP4UTIL.DLL" is
missing.
Scanned all of MS and cannot find any such thing.

On my desktops it is in a file called Windows/WEPPB.
Where can I find it to either download or how do I copy
the appropriate from the desktop to the laptop.

Help appreciated!

This is covered in the following knowledgebase article.

Windows 95 and 98 are very closely related. Windows XP is a completely
different product.
Instead of moving the application, just reinstall it IF it is supported on
Windows XP at all.
