Is Windows Explorer or a similar program manager included
with Windows XP Home? How do I access this program if it
exists?

click Start, right click My Computer, click Manage.

Greetings --
Windows Explorer is a tool for managing (viewing folder contents,
finding, copying, moving, renaming, etc.) files, not programs. Start
> All Programs > Accessories > Windows Explorer. Alternatively,
right-click the Start Button > Explore. Also alternatively,
right-click the My Computer > Explore.
