I don't understand your problem. The Windows clipboard has always behaved
thusly.

The Office clipboard (separate from the Windows clipboard), has a
tendancy to knock out the info stored in the Windows clipboard. If you
are copying info and then opening an Office application to paste into,
try changing the order of your steps. Open the Office program first and
then perform the copy and paste operations.

Or disable the Office clipboard in any and all Office programs that you
have installed.
