An upgrade of XP will only install if it can locate a
previous version of Windows on your system. Now unless
you can install Windows 98 back on your system i'm afraid
you will be looking at buying a Full retail version of XP.

Not correct. You don't have to have a previous Windows installed for a
upgrade or a clean install with a XP Upgrade. You do need proof of owning a
qualifying version of Windows 98 or ME, such as the CD for those systems. XP
install will prompt you when to insert the qualifying disk.
