Can't change home page in IE6 due to "restrictions"


I log in as the only user on the computer and open IE6
and recently IE6 will not let
me open tools> internet options.

I am attempting to open the internet settings to change
the defult home page but it will not open, instead...

When I try to it says

RESTRICTIONS
The operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
adminstrator.

I do not have a system asminstrator I just wnat to change
my home page back to google from MSN.

Is this sopmthing MSN has done? I do not want MSN as My
home page. How do I fix this
