Setting Permissions

Greetings,
I am a new user running XP PRo. I can't seem to assign
any permissions to different users and groups. When I
R-click->properties, there is no security tab like all
the help files say there should be. Do I have turn on a
service or something to "enable" my permissions or
something?

This may be caused by that you do not use the NTFS on your HDDs.
