remote access conection manager could not start please help!!!

remote access conection manager could not start please
help!!! well thatss the problem, i cant create any dialup
connection, even the new conection wizzard options are
greyed out. ive tried to manually start the service via
the management console but i keep getting the error #711
and told i do not have permission... I am the only user
and have admin privilages. i have reinstalled the modem
and drivers but to no avail. i can however conect if i use
a proxy server, there has to be an easier way than using 2
comps... please help im going mad with this one! lol:D
