Right click Start button
Select Explore and/or Explore All Users.
Then open the Programs folder.
Create new subfolders and/or rearrange shortcuts etc
Don't delete the shortcuts just organise them is a better
method as you may require the programs.

If you don't want the programs use control panel>add and
remove programs to remove the programs and shortcuts.

There's no real downside to deleting shortcuts here. They are
just shortcuts, not the programs themselves. If he wants them
back, the programs are still there and can be started either
directly from their exe files, or by recreating shortcuts to
them.
