My mom has a compaq xp laptop. I don't mess with XP much
on my own, mostly 2000 and 98. Anyway, i tried to
uninstall her norton

Hi John,

The Windows Installer service could not be accessed. This can occur if you
are running in safe mode or if the Windows Installer is not correctly
installed.

Go to Start/Run and type in:
msiexec /unregister [click ok]

Then Start/Run and type in:
msiexec /regserver [click ok]
