Issue with CPU speed

Hello Guys,
I build my own computer using ECS elite motherboard......Model = p4vxasd2+.
They said that it supports speeds up to 2.4 Ghz.

The CPU is 2.4 Ghz speed....
I installed WinXP pro...

Now, when I go into system properties..

The UI shows that the CPU information including 2.4 Ghz.....
But in parallel, it shows me the speed as 1.8 Ghz . Remember 2.4 Ghz is
shown in paranthesis.

Can any one help me why it is showing like that....
