For most programs, all you need to do is right click the Start button and
select Explore or Open. Open the Programs folder and locate the shortcuts
you want to copy. Then right click the Start button again, and select
Explore All Users. Copy and paste the shortcuts that you want All Users to
have access to into the All Users\Start Menu\Programs folder.

Some programs may have an option at install to install only for the current
user or all users. Others may have to be individually installed, but these
are rare.
