I keep getting the same message also. If you go to
microsoft.com and look in the Knowledge base, article
293497 describes the problem. I don't know how to
resolve it though. Take a look and see if you understand
their resolution.

The article that you mentioned:

Network Address Translation Mapping Is Not Successful
and an Event ID 32003 Is Logged

says that it applies to:
Microsoft Windows 2000 Server
Microsoft Windows 2000 Advanced Server

Are you running either of those Server OS ?

What exactly is the issue here?
Maybe I do not see the connection to a previous thread.
Besides what you describe in your event log,
what error message are you getting when you try to do what?
