microsoft repeating downloads of upgrades

I notice that Microsoft repeatedly downloads the same
windows upgrade to me. This happened this morning with
q817287 which it also sent me yesterday and maybe the day
before. It's also happened with other upgrades. How do I
tell if these uploads are being installed the first time
I go through the process. If they are not being
installed. Why aren't they? and how do I get the computer
to install them?
