As other posters have noted panicware makes a good free popup stopper. You
might also want to check out http://www.kolumbus.fi/eero.muhonen/FS/fs.htm
for FreeSurfer. It seems to be a little more intuitive in allowing popups
you want while stopping the ones you don't. Has a couple other useful tools
as well like a Homepage lock and a cache cleaner.

You can go to your start menu and then choose Run
and then type in services.msc
and then scroll down to messenger and double click it to bring up the
properties.
Then change the startup type to Manual
and then click on the Stop button to stop the service. Then click OK and
then close the Services snap-in window.

This will stop all net send message pop ups.
