How do I create a new account with all programs allready loaded?

I would like to create a new account in XP Pro that would have all the
programs and links setup allready on the admin account. This must be easy
but I guess I am missing it. Anyone got a hint for me.

Create the new account then also create another admin account. Logoff
all users and logon to the new admin account. In the Control Panel >
System > Advanced > User profiles copy over the old admin account to
your new user account. Logoff and logon to the new user account to
test the settings and configuration. If all is well logon to the old
admin account and delete the new admin account, which was only
necessary for the copy process.
