FTP no longer functions on WinXP Pro.
No command line, no IE FTP, no access through VB/VB .NET
or C++ programs, no FTP through commercial software.
No matter the method all outgoing FTP requests fail with
a 'connection refused' error.
Connections attempted to NT4, Win2K, HP-UX 11, RedHat 8

The only success was to install a local FTP server and
connect using 127.0.0.1.
Local connect attempts using hostname or IP fail.

I do not recall any software or system changes around the
time of the failure.

Lost and hope is fading...

check with your ISP, they sometimes do things like that for curious
reasons (my cousin's ISP did just that, and they aren't sure what they
did so they haven't fixed it yet).

This problem happens on a corporate network, using dial-
up, and when connected to a small network with only one
other computer. No router, gateway or firewall.
Windows file sharing works great. HTTP to the affected
machine works. Ping is fast and consistent.
