Reconnecting to network

I connect to the internet using DSL. After
clicking "Disconnect" in the connection manager, I cannot
reconnect. The connection manager says I'm connected to
the internet, but I can neither browse, send email, nor
ping my ISP. What prevents me from actually reconnecting?
