error 633 - modem not found

Hi

What is it with XP ?? just installed it on my pc. I have
to have my modem turned on and connected for it recognize
the modem.. if I connect it after booting, then get error
633 and diagnostic confirm it can't see the modem.. I can
actaully delete and re-install the modem so it finds it
again.. is this "normal" for XP?
