I'm completely new to XP and just bought a laptop with Home Edition
installed. Sometimes, applications and menus will open and popup simply by
hovering the pointer over an icon, link or even the X to close the app. Why
does this happen and how can I stop it and make it act like W98 or W2000
where you have to always have to left click or right click the mouse to open
or close an app? I can't figure it out.

For example, I can move and hover the pointer to an icon in the quick
taskbar and it will load without my clicking on it and sometimes even move
the shortcut to another spot on the taskbar? Why would anyone want this
feature? You can't believe all the things that have popped up or closed on
me by accident and it's pretty annoying. Help me stop it!

Thanks in advance.

Ok Kent64, try this: start/control panel/appearance and themes/folder
options/general/click items as follows then make sure "double-click to open
an item" is checked. Hope this is the problem and it solves it.
