I'm having a similar problem. I've also done all the
normal things. Reinstalling XP is not a fun thing to
do. Have you tried to do an ipconfig? There are some
other command line utilities you can use as well to try
to determine what's going on. But, alas, i have not
figured out the answer to my problem yet either.
