When comparing an upgrade installation (win2k sp3 - to XP
PRO) to a clean install of XP PRO, I notice that many of
the policy choices are missing from the local group policy
console. Is there a way to install these without having to
do a fresh install on all of the PC's?

David,
You can try copying the ADM files from a machine that has all the options,
to one that doesn't. They're located in the Windows\Inf folder.
