service error: Remote Access Connection Manager

[Generalu]

I have a big problem on my win xp profession la
(administrator account): i can't create a dial-up
connection (i can't select this option); when i go into
internet options it gives me an error on this service:
remote access connection manager, which is disabled, and
when i try to enable it, it says: "access denied". All the
services the thhis service depends on are working ok.
What can i do?
