windows installer service need help

ermm... i am using winxp and just found out that my
windows installer service is not working

whenever i install something thru the windwos installer
service

it said :

The windows installer service could not be accessed. This
can occur if you are running Windows in safe mode, or if
the Windows installer is not correctly installed. Contect
your support personnal for assistance

i know that i am not using safe mode <- this is a stupid
question

but i dont know whether my windos installer is correct
installed...
