no response when clicking an option from windows

I need help using Win XP. Some of the options i choose
does not execute the first time i use it. example when i
log off or turn off, i go to start then click on turn off
computer, a message appears with set of options, when i
click on shut down, my pc won't shut down. i have to go
back and do the same process again before it actually
execute the turn off command
