Sounds like you have your desktop locked. Right click the
desktop and then click properties. Now click the desktop
tab and then click the customize button down the bottom.
Now click the web tab and make sure the Lock the desktop
box down the bottom is unchecked. You can also try running
the desktop cleanup wizard or utility. You will notice it
as you click your way through to the page I told you
