You can turn off popups by going into your system\advanced
tab in the control panel. You can turn off ballon tips by
opening search under the start button and then click
change preferences and click the arrow beside do not show
balloon tips. There are registry routes to turn these
off, if you find they keep getting turned back on. Your
clip board viewer is hidden in the windows\system32
folder, along with about 40 other tools. To add another
send to option right click the start then click explore
all users and if the documents and setting is already open
then click the + beside your name and then double click
the send to folder and then drag and drop a shortcut of a
program in here or right click in a blank space and then
click new and make a new folder.Good luck
