Defrag on XP PRO

When I carry out a defrag, Why is it that some file can't be defragged.
Here's the report from the last time:

When you run defrag, you are within the Windows environment. Some files will
always be in use. Those files cannot be defragged, consequently you will not
see 100% defragmentation. "Close enough" is normal and the system will run
just fine.
