I looked up the compatibility web site and it said I could
upgrade to XP Pro - bought the full install and put the cd
in and it told me I couldn't upgrade from ME to XP pro -
what gives??

Did you buy the cheaper OEM version?
OEM versions are intended to be clean installed only and can not be
used for upgrade.
Another of the many reasons OEM is cheaper than retail.

You did not buy a retail Full copy, but an OEM one, supplied
(supposedly) only with hardware, and 'only with a new machine'. These
will not do upgrades, carry no support from MSoft, and may not be
transferred on to a different computer

If it is retail, it is not OEM.
OEM may sometimes be purchased with a piece of hardware (motherboard,
memory, hard drive etc) but it is still OEM.
They are not the same and there is a difference.
Instead of spouting off that it can be done which serves no purpose at
all, tell the OP how to do it and add some value to your post.

Here is an OEM edition
http://www.tigerdirect.com/applications/SearchTools/item-details.asp?sku=M17
-7502
If it is XP that is purchased with a piece of hardware it comes without all
the packaging like a boxed retail version so it is classed as OEM but it
will function just as a full retail version.
If it is a OEM version from say Dell or Compaq then it will never install
and function from the CD like a full retail version or a hardware OEM.
Sometime they call these version computer locked.

I never suggested OEM could not be bought with a piece of hardware, in
fact I said otherwise.
Nowhere does your post suggest OEM can perform an upgrade.
You post a link that shows OEM, OK, we already know that, but it will
not perform an upgrade.
Of course, once installed they all "function just as a full retail
version".
